Cliff S4 jacks are only 1" deep (from the internal mounting surface), so any enclosure with an interior space deeper than 1" will be deep enough.
Your measurements and assumptions about the plugs and jacks are incorrect. First, a standard 1/4" audio plug is 1 3/16" (not 1 3/8"). Second, the depth of the plug into the enclosure is not determined by the length of the plug. The external mounting point of the jack is what determines that (the very end of the jack that the plug is being inserted into), because jacks are mounted proud of the surface of what they are mounted onto, you more or less determine the depth into the enclosure with how you use the washers.
